According to an analysis of UN High Commissioner for Refugees data conducted by Code4SA's Data Journalism Academy, in 2014 and the first half of 2015, the Department of Home Affairs turned down 81% of refugee applications, compared with the international average of 21%. Immigration lawyers have accused the Department of Home Affairs of being in contempt of a High Court order after the department withdrew an instruction allowing asylum seekers and refugees to apply for permanent residence without giving up their asylum or refugee status, and to apply for temporary residence without a valid passport. Africans are among the most mobile people on earth. 31 million people from the continent have migrated to various parts of the world, including many African countries. Refugees seeking asylum in South Africa are routinely asked for bribes at reception centers and border posts, two human rights groups said. An overhaul of South Africa’s law on refugees will be tabled in Parliament towards late September, MPs heard on Tuesday, along with a warning that this meant it would not be on the statute books until sometime in 2016. The Constitutional court has passed a judgment ordering the Port Elizabeth Home Affairs to reopen the Refugee Reception Office saying the closure was unlawful.The Department of Home Affairs has roped in the youth to deliberate on South Africa's international migration policy. About 2 500 Burundians are fleeing into Tanzania every week, overwhelming aid agencies who say refugee facilities had now reached "breaking point".
